The main aim of this scheme is to achieve a vision of Universal Health Care by covering health-related expenses of those citizens who are struggling with financial problems and are unable to get quality medical treatments at empaneled hospitals in the state.
This scheme allows residents to get quality medical treatments irrespective of their income, status, in all state government health care facilities, starting from sub-center level to district headquarters and government medical College hospitals, and blood bank level.

Objective of the Biju Swasthya Kalyan Scheme
The main objective of this scheme is to provide healthcare facilities to the residents irrespective of their socio-economic or income status. Under this scheme government provides a smart health card to the deserving and needy residents so that they can avail cashless treatment within or outside the state. This scheme targets residents, especially from economically disadvantaged families, and due to is unable to afford quality medical treatments at empaneled hospitals in the state.
Eligibility Criteria
To be eligible for Biju Swasthya, the applicant needs to meet the following eligibility criteria’s these are as mentioned below:-
- Applicant must be a permanent resident of Odisha.
- Applicant must belong to BPL families.
- Applicants enrolled in Biju Krushak Kalyan Yojana (BKKY), Rashtriya Swasthya Bima Yojana (RSBY), and Antyodaya Anna Yojana (AAY) can apply.
- There is no restriction on age restriction; applicants from newborns to older citizens can apply.
- Annual income of the applying candidate’s family must be less than Rs 5 lakhs for rural areas and Rs 6 lakhs per annum for urban residents from all sources, respectively.
Components of Odisha Biju Swasthya Kalyan Card
There are two components of Odisha Biju Swasthya Kalyan Yojana BSKY and these are as listed below:-
- Component 1:- Under the first component of the scheme allows residents are allowed to get quality medical treatments irrespective of their income, status, in all state government health care facilities, starting from sub-center level to district headquarters and government medical College hospitals and blood bank level.
- Component 2:- Under the second one, the government will be at the cost of a Health Care provided in a private empaneled hospital for over 96.5 lakh economically vulnerable families in the state amount in to annual healthcare coverage of Rs 5 lakh per family and additional 5 lakh for the women members of the family after exhaust of initial limit.
- Those families who hold BSKY smart health card can avail cashless treatment at any empanel private hospital under the scheme within or outside the state car holder’s families can avail medical facilities such as registration consultation medical test pathology treatment IPD and follow up consultation under BSKY at any empaneled private hospital for which state government will be at the cost up to the annual coverage amount.

Type of Packages Under BSKY
According to the updates, the package list under BSKY, as modified from time to time, about 3% of the total packages are reserved for government health Institutions, and 10% of the packages are under the referral category, which can be avoided only on referral by the appropriate authority.
- Reserved Packages:- Under these packages treatment is only available in government health care facilities for minor ailments and diseases under National health program such as management of superficial burns minor injuries malaria typhoid fever gastroenteritis diarrhea dysentery tuberculosis Urinary tract infection heat stroke and surgeries for hydrocele abscess drainage lipoma and cyst excision and procedures like delitation and curettage and MTP are reserved for government facilities.
- Open Packages:- In this category, any beneficiary who holds the health card can directly walk into any empaneled private hospital and avail treatment under this category of package if he is found suitable for that package by the treating doctor of the empaneled hospital.
