The Odisha Antyodaya Gruha Yojana is a state-oriented housing welfare scheme designed by the Government of Odisha for those residents who don’t have their own house and live in temporary shelters, by providing financial support to them so that they can construct their own house in the state without any financial constraints and improve their livelihoods.

Under this scheme, the government provides financial assistance to selected beneficiaries through direct bank transfer so that they can build their permanent houses in the state. The main aim of this scheme is to remove homelessness permanently from the state by providing a means of living in the form of pucca houses to those family who are unable to construct their homes.

  • This scheme was launched on March 30, 2025 for all the rural homeless citizens who lives in temporary sheltered in which walls are made up of any material where bonded is other than cement and roofs are created by using materials like straw bamboo mud grass polythene as better the GCI sheet tile or any other material other than RCC. and don’t have a place who is safe and secure for them.

Latest Update Under Odisha Antyodaya Gruha Yojana

  • According to the data, the State Government of Odisha will distribute 50000 antyodaya houses in the first phase of the scheme on 17th September, on the birth anniversary of Prime Minister Narendra Modi. Panchayati Raj Minister Ravi Narayan Nek also declared that over one lakh beneficiaries are already covered, and this new distribution will further expand its reach.
  • As per the data shared by the authorities so far, 35 lakh applications have been received under Pradhan Mantri Awas Yojana new survey, with 24.7 lakh homes already built out of the 28.29 lakh target.
  • The main goal of this scheme is to provide pucca houses to poor families, including widows, persons with disabilities, leprosy patients, and other groups who are homeless in the state, by providing them with a means of living in the form of permanent houses.

Objective of Antyodaya Gruha Scheme

The main objective of this scheme is to provide financial support and other related incentives that are required for the construction of pucca houses to those families who are living in temporary Shelters so that they can construct their own home and improve their lifestyle.

Another goal of this scheme is to remove homelessness from the state by targeting those families who are still living in kutcha houses, through which they can move out and secure a safe and secure place for their living in the state.

Eligibility Criteria

To be eligible for this housing scheme, an applicant needs to clear these eligibility criteria, and these are as mentioned below:-

  • Applicant must be a permanent resident of rural Odisha.
  • Applicant must be a homeless resident of the state.
  • Applicants or households living in kutcha houses will become eligible for the sanction of new houses only if they come under any of the following categories
  1. Forest Rights Act 2006 (FRA) Beneficiaries.
  2. Households in which the main earning member is a PWD with minimum 40% disability.
  3. Households belonging to the lower income group who are eligible but left out of the government rural housing scheme.
  • Applicants or household wools houses have been fully / severely damaged by natural/man-made calamities like fire, flood, cyclones, earthquake, elephant attacks, communal violence, major law and order problems, etc.
  • Applicants who are victims of river /sea inundation who need relocation / shifting.
  • Applicants or households who are rehabilitated/relocated for setting up any government projects, such as high-wave irrigation projects, etc.
  • Applicants or households staying in sanctuary / reserve forest areas who need relocation.
  • Annual income of the applying candidate’s family must be less than Rs. 15,000 per month from all sources of income.

Ineligibility Criteria

  • Applicants from other states are ineligible.
  • Households belonging to the following categories will not be covered under this scheme
  • Households staying in pucca houses.
  • Households with any member as a regular government /PSU / statutory body employee or drawing a monthly pension for the service period from the government /PSU/statutory body.
  • Household possessing three/or four-wheeler agricultural equipment.
  • Households with non-agricultural Enterprises registered with the government.
  • Households go on 2.5 acres or more of irrigated land or 5 acres or more of unirrigated land.
  • Households with non-agricultural Enterprises registered with the government.
  • A household with any member of the family earning more than Rs 15000 per month.
  • Household relocated for setting up a government project, and who owns a pucca house in another locality.
  • Households that have already availed housing assistance under any other government-run rural housing scheme.

Time Taken For Construction

  • Under this, the houses will be ordinarily completed within 12 months from the credit of the first installment to the beneficiary’s account. The beneficiary constructing a bigger house must be advised to complete the core house with a carpet area of at least 25 square meters and go for extension subsequently.

Selection Process

Under this scheme, selection of beneficiaries is based on these parameters:-

  • Role of Collector-Cum District Magistrate:- The collector-cum district magistrate will submit the list of eligible beneficiaries after due scrutiny and justification to the PR and DW department for sanction of new houses under Antyodaya Gruha Yojana.
  • Obtain Order:- After this, the PR and PW department will obtain an order from the honorable chief minister on the proposal submitted by the collector cum district magistrate and will communicate the decision to the concerned district.
  • Favour of Eligible Beneficiaries:- At last, BDO concerned will sanction houses in favour of eligible beneficiaries after following the due procedure.
